Black Market Connections is a Enchantment (mana cost {2}{B}; rarity: rare; most recent printing listed by Scryfall: Marvel Super Heroes Commander). A modal enchantment that can make Treasures, draw cards, or create a Shapeshifter — for a life payment each upkeep.

What Black Market Connections does

The card's exact text:

At the beginning of your first main phase, choose one or more —
• Sell Contraband — Create a Treasure token. You lose 1 life.
• Buy Information — Draw a card. You lose 2 life.
• Hire a Mercenary — Create a 3/2 colorless Shapeshifter creature token with changeling. You lose 3 life. (It is every creature type.)

Read literally, that text is the whole evaluation. It tells you the timing the card wants, the board states where it overperforms, and the games where it will sit in your hand doing very little. Commander is a format of ordinary turns — judge the card on what it does on the turns you actually get, not on the one game in ten where everything lines up.

You can check the exact wording any time in the MTGBrew card database, and test where it fits with the MTGBrew AI deck builder.

Which decks want it

The decks that want Black Market Connections are the ones whose ordinary game already produces the situations its text rewards. If your list has to bend its curve, its colours, or its plan to make this card look good, the card is a guest, not a core piece — and guests get cut first when a proven role-player needs the slot. If your deck creates those situations by default, this is the kind of card that quietly wins the games nobody remembers a single play from.

Weigh the mana value as part of the verdict. A cheap card can be wrong for a deck and still be inexpensive to be wrong about — it cycles through a game quickly and rarely strands a whole turn — while an expensive card has to change the game the turn it lands, because the turn it cost was real. Read Black Market Connections against your own curve: where it sits among your other plays at the same cost decides whether it is competing with your plan or completing it.

The honest verdict

Play it where its text is already true. Commander rewards decks built from cards that work together on unremarkable turns, and Black Market Connections is exactly as good as the board states your deck naturally builds. Brew it, test it through real games, and let the results — not the highlight reel — decide whether it keeps its slot.
